1.) Install Agilent IO Library Suite [1]

2.) Re-install VISA (scroll down) [2]

3.) Open NI-MAX (measurement and automation explorer)

4.) Go to Tools>Visa>Visa options

5.) Pick "passports"

6.) Enable Tulip, save changes, and click "Refresh"
