Sole source justifications are also necessary when:

  • The item is being purchased with federal (as opposed to gift) funds

AND

  • price > $3000 (including tax, installation, shipping, etc.)
  • There is an additional cutoff between a sole source questionnaire (cheaper) and a sole source justification (more expensive)
