OSC - optical supervisory channel. We do not prefer a non-linear frequency dependence of phase response in a WDM system architecture. The advantage of an all pole system is if we know the magnitude response we can uniquely identify its pahse response. However, IIR systems have dispersion and non-linear phase response. In an FIR one can get a dispersion free filter (by adding positive and negative(of what?)).
